CIA  has been under fire by critics who object to secret prisons and harsh interrogation practices
it has adopted since the Sept. 11 attacks. Some of those critics suggested  the release of the historic documents
was intended to distract attention from the agencies’ current controversies.

Arguably the most exceptional operation detailed was a plot to enlist known organized-crime figures to assassinate Castro in the early 1960s as earlier plot to poison African leader Patrice Lumumba who was executed eventually by his rival and enemyMobutu . 
CIA was involvement in spying on Americans in dissent  as student antiwar activists, Black Power group leaders, pro-Castro sympathizers and Soviet dissidents.
